GS5, LLC’s outstanding support and consultation includes key stakeholder management and the development of strategic communications messaging for Congress, Department of Defense (DOD) and Industry Stakeholders. We conduct direct coordination with the Office, Chief of Legislative Liaison (OCLL) and Secretary of the Army Financial Management Budget Liaison (SAFM-BUL) to facilitate key messaging and coordinate visits, briefings, and demonstrations to visiting Members of Congress, Professional Staff members, as well as senior/executive level military members. Liaison support to DOD and Industry provides valued input to the program’s Strategic Communications effort and ensures a consistent, coordinated message on Capitol Hill through close work with Project Managers, senior leaders, and their staff.

Joint Management Oversight System (JMOS)
In support of DISA, GS5 developed and customized the JMOS tool, providing real-time programmatic insights and efficiencies.
JMOS is a GOTS program that was initially developed by budget/program analysts with an “on the ground” understanding of the day-to-day operations within the DISA Command and Control (C2C) environment, and therefore provided a customized service to those users. JMOS is a one-stop-shop for Planning, Budgeting, and Execution (PPBE) and contract detail tracking (including Earned Value reporting). JMOS data supports the PPBE process, Program Objective Memorandum (POM) development, and select program management process and reporting. GS5 has performed regular updates to the database, and has worked with the programs to customize the database’s functionality.

Our tools are integrated automated solutions that catalog all programmatic data and automates document recall, supporting the formulation of essential acquisition, performance, financial, and budget planning documentation. It is fully network-enabled and capable of mapping data to produce a program’s budget submission, performance measurement baseline (PMB), and performance metrics. It also supports the monitoring of performance-based contracting, financial reconciliation, invoice auditing, and business proces reengineering (BPR).
Our tools enable a program manager to monitor acquisition and program performance from start to finish. Earned Value (EV) enables business managers to plan future budgets, track EV indices on selected contracts, and indoctrinates personnel with the intricate performance-based details necessary to evaluate contractor performance.
