Introduction

GS5 realizes the importance of delivering high-quality products and services to our government clients. Anything less impacts the ability of our Warfighters to accomplish their missions. Therefore, our approach to quality control is to delineate roles and responsibilities between our key and non-key personnel and execute consistent monitoring methodologies. Accordingly, GS5 quality control processes and procedures are embedded throughout our entire organization down to the lowest level and at every phase of the contract.

Before Contract Start – Planning Phase

Prior to contract (task order) start, GS5 begins the planning and organizing phase in which we define, develop and document processes and procedures for successful execution of project goals/required outcomes. In this phase we outline what is required, who is required (e.g. skillsets, experience, and education) and how we ensure quality of deliverables and services. Working with the Program Manager, the Quality Assurance Manager develops a quality control plan (QCP) where we:

  • document all practices, processes, standards, roles, and responsibilities
  • provide quality audit checklists
  • define/develop an Integrated Master Schedule (IMS) which contains all quality control (QC) events, including: audits, inspections, training, monitoring and control points, and documentation creation and update.

During this planning phase, the Program Manager develops a tailored Project Management Plan (PMP) which details:

  • management processes and procedures (e.g., monthly status report, deliverables review)
  • business management processes and procedures (e.g., time entry, travel)
  • technical approach
  • Standard Operating Procedures (SOPs)
  • standards
  • WBS-framework-approved budget, schedule, performance measure baseline for the contract (task order)

Finally, the Program Manager orients contract personnel on the PMP to ensure a consistent understanding.

Contract Start

On contract start and through the balance of the period of performance, GS5 enters the execution and monitoring phase. During this phase we execute the project per the approved QCP and PMP. The Program Manager conducts daily work status with task leads and individuals and conducts weekly status meetings with the contract staff to ensure progress per the approved plans, and to perform issue/risk identification and develop corrective actions. Every month, the Program Manager, task leads, and GS5 corporate members meet with the client to review project status and performance.

During the execution and monitoring phase, the Quality Assurance Manager performs risk analysis and mitigation training, defines the process for risk audit and inspection, and ensures the Knowledge Management Portal is updated with audit results for performance verification and documentation, and monitoring and control. The Quality Assurance Manager also populates, and performs monthly updates to, the Risk Register with mitigation and lessons-learned from products and services review.

Continuous Quality Management

The GS5 QCP is embedded within our organizational structure at all levels from the President of GS5 down through the individual associates and throughout the lifecycle of a contract (task order). We have people and processes at all levels promoting, following, and verifying that we are implementing our QCP.  As a result, we improve project and program performance, increase the professionalism of our staff, and facilitate collaboration across all functional areas.

Ultimately, our QCP addresses the role of quality in planning, training, performance verification and documentation, and monitoring and control. By having quality steps for all work products, we provide quality output at each performance level, establish a program culture of quality, and maintain efficient contract and TO oversight.
